On November 30th, the U.S. Environmental Protection Agency (EPA) released the final renewable volume obligations (RVOs) under the Renewable Fuel Standard (RFS) for 2014-2016 (2017 for biodiesel). Prior to this, EPA had not released final RVOs since August 2013, causing significant market uncertainty and stymieing investment. EPA officials state these final 2014-2016 RVOs reflect a strong commitment to growing the U.S. renewable fuel industry, will leverage much needed investment, are in line with statutory requirements and get the RFS back on track.

Is that the case? Will these final RVOs create sufficient market demand for all biofuels and restore confidence among investors? The renewable energy industry has a lot to be excited about: between the multi-year extension of the production and investment tax credits (PTC/ITC) and the Paris agreement to reduce greenhouse gas emissions, good news abounds.
