The Final Renewable Volume Obligations for 2014-2016 Under the RFS: Are We Back on Track?

On November 30th, the U.S. Environmental Protection Agency (EPA) released the final renewable volume obligations (RVOs) under the Renewable Fuel Standard (RFS) for 2014-2016 (2017 for biodiesel). Prior to this, EPA had not released final RVOs since August 2013, causing significant market uncertainty and stymieing investment. EPA officials state these final 2014-2016 RVOs reflect a strong commitment to growing the U.S. renewable fuel industry, will leverage much needed investment, are in line with statutory requirements and get the RFS back on track.

Is that the case? Will these final RVOs create sufficient market demand for all biofuels and restore confidence among investors? What specific issues does EPA need to address in future RVOs and its implementation of the RFS to ensure robust market demand? At the same time, what are the emerging business models, market-based solutions and innovating financing mechanisms that the biofuel industry can adopt to help accelerate industry growth and restore confidence in the capital markets?
Join leaders from across the biofuel sector as they assess the way forward for the biofuel industry in the face of EPA’s final 2014-2016 RVOs, low oil prices, evolving market conditions and emerging opportunities.
